There is no fix for this the steam version have this problem with fc4 map editor if you want to use map editor I suggest you to buy a new copy of fc4 in uplay. the problem started with a weird patch steam put out in march 2019 that broke the game .. dunno why STEAM refuses to fix it ..

All of the neutral npc's are missing as are many major characters. Lots of the animals from far cry 3 were also not included in far cry 3 map editor. It would be nice if I could have the mountain lions, white tigers, and villagers added to the far cry 3 map editor.
Update 1.2: -Incremented the enemy density. -Added infested configuration (enemy encounter remain after free an outpost). -Added frenetic spawn, the enemy encounter appears close to the player. Update 1.1: -Increase the enemy encounter in the whole island. -Removed alarms from outposts as alternative (if enemy spotted you, will call reinforcement).
