As you play through the game make sure to periodically equip the Heart and collect any nearby Bone Charms. Hold the middle mouse button to activate it. When equipped the Heart will detect any runes or bone charms in the current area you are in along with its exact direction and distance. When you don't have it equipped and you are close to a rune or bone charm it will beat and the game will tell you to equip it.
After I escaped as Corvo from Dunwall and woke up on the ship after the Outsider "Level" all my powers are gone, even if I choose to play with powers. I played to the first level and my powers are still gone, I have no heart and no blink but I get the messages like "Rune or Bonecharm nearby, equip the heart." Looks like a bug! Performance runs pretty well for me btw.
