Just consider that you put a lord in charge of a town, he fills up key roles with his familiars, hires his own men who stand closer to their lord than to some king they never saw. You may have claim to the fiefdoms, but de facto you don't have direct control over them. It's realistic, however annoying it may be.
Lazy-Personality4024. • 10 mo. ago. I got that one on day one of my first playthrough. One of the many bugs of the game logged me as having gone to every settlement the moment I was able to move around the map. I have since earned it legitimately, but I was lucky and got it through a bug. 2.
Although nowhere near as effective as starving the city out, you can also lower their security, which affects loyalty slightly. Completing the "gang leader needs weapons" quest for example will lower settlement security by 30 IIRC. They will make it in time, though. You already did the big one by unchecking the auto garrison recruitment.
